Cecilia Dapaah not clean yet – NDC’s Inusah Fuseini claims

Private legal practitioner and former Minister of Roads and Highways, Inusah Fuseini, has cautioned that the latest report from the Office of the Special Prosecutor (OSP) does not clear former Minister of Sanitation and Water Resources, Cecilia Abena Dapaah, of potential wrongdoing.

Speaking on TV3’s KeyPoints programme on Saturday, 23 August, Mr Fuseini said the report should not be interpreted as a final verdict on the matter.

“The issuance of this report does not necessarily exonerate Cecilia Dapaah from any wrongdoing. Subsequent investigations may still nail her to the crime of money laundering or corruption,” he stated.

His comments follow the release of the OSP’s 2025 half-year report, which revealed that months of investigation, supported by a parallel probe by the United States Federal Bureau of Investigation (FBI), had found no direct evidence of corruption.

The inquiry, which began in July 2023, examined large amounts of cash discovered at Ms Dapaah’s residence, as well as frozen bank accounts and other assets linked to her and her associates.

Although the OSP confirmed that no immediate evidence of corruption had been established, it noted what it described as strong indications of possible money laundering and financial structuring. The report also stated that these findings extend beyond the OSP’s direct prosecutorial powers.

Mr Fuseini emphasised that this distinction is critical, warning against treating the report as a clean bill of health for the former minister.

“It is premature to conclude that she has been cleared. Investigations into money laundering and related offences could still lead to her being held accountable,” he argued.

The Cecilia Dapaah case has attracted significant public attention since 2023, when the discovery of large sums of money in her home raised questions about unexplained wealth and transparency in public service.
